Yes, new players can collect them right from the start, and you can complete them on normal difficulty. Solo or with a group.
What Builds Work Best Against Hunters?
Hunters use Disrupt status effects that disable your skills, including your Hive. We’ve created a build with 100% Disrupt Resistance and high DPS to take them down quickly. Link

Warlords of New York (DLC)
Collect all 13 Hunter Masks that you can wear, and you’ll also receive 8 Off-White Keys. These keys unlock the gear chest at the Haven, where you can obtain the named Hunter Killer (Golan Gear) chest piece with the Perfect Intimidate talent as a reward for completing all Hunter Masks in the Warlords of New York DLC. You’ll also receive the Full Black gear dye, which is considered even more valuable than the named chest piece.
Battle for Brooklyn (DLC)
Collect all 8 Hunter Masks that you can wear, and you’ll also receive 8 Ash Keys. These keys unlock the weapon chest at the Bridge, where you can obtain the named Huntsman (FAMAS) assault rifle with the Perfect Frenzy talent as a reward for completing all Hunter Masks in the Battle for Brooklyn DLC. You’ll also receive the Hunter of Hunters universal weapon skin.
